Stephen P. Shepard is a trusted Towson criminal defense attorney and the founder of Shepard Law. Since opening his practice in 2012, Steve has built a strong reputation for protecting clients facing criminal charges throughout Baltimore County and Maryland.

Education & Legal Training

Steve graduated summa cum laude from Cabrini University with a Bachelor of Arts in Criminology and Philosophy. He later earned his Juris Doctor with honors from Appalachian School of Law, where he focused intensely on criminal law and procedure. His student article on offender rehabilitation was published in the Appalachian Journal of Law, and he served as Articles Editor on the journal’s executive board.

Before becoming a defense attorney, Steve gained unique insight from multiple sides of the justice system — including an internship with the Montgomery County District Attorney’s Major Crimes Unit and time with the Maryland Office of the Public Defender. He also participated in the Inside-Out Prison Exchange Program, giving him a rare understanding of incarceration that shapes his compassionate yet aggressive defense style.
